CBBCS was founded by Carrie Brooks-Brown in 2003 soon after her successful work in the federalization of the nation’s airports. In her role, she created and managed a cross functional team of professionals to proactively address the issues arising from assessing over 1 million applicants and the subsequent hiring of 60,000 airport screeners. When the Federal Government looked to Brooks-Brown for ongoing projects, CBBCS was born. Since its creation CBBCS has received the prestigious Partnership Award, recognizing those industry partners whose accomplishments and excellence in performance distinctly benefit the interest of the United States and the Transportation Security Administration’s mission. In its work with the TSA, CBBCS has worked closely with the Office of Human Resources, Offices of the Executive Secretariat, Civil Rights, Ombudsman, Chief Counsel, and Legislative Affairs. CBBCS currently has offices in Arlington, VA, Kansas City, MO, Denver, CO and Tempe, AZ and is certified by the Small Business Administration (SBA) as an 8(a) Small Business.

Carrie Brooks-Brown has over 20 years of experience as a successful financial executive, managing all controller functions within a Fortune 500 corporation. Brooks-Brown served as Vice President/Assistant Controller for Gap, Inc. where she effectively managed all financial operations. She has impressive accomplishments applying advanced education and practical experience to develop cost effective solutions. She is a creative problem solver with the ability to drive revenue growth and resolve conflict. Brooks-Brown holds a Bachelor of Science in Business Management and a Master of Arts in Organizational Management and is currently pursuing a Doctor of Management in Organizational Leadership. She has participated in government projects that represent the two largest mobilizations of the workforce in peacetime America: the Census 2000 project and the federalization of our nation’s airports.
