CBBCS was founded by Carrie Brooks-Brown in 2003 and has offices in Arlington, VA and Phoenix, AZ.

Carrie Brooks-Brown is a successful financial manager with over 20 years of hands-on experience managing every controller's function within a Fortune 500 corporation. She was Vice President/ Assistant Controller for Gap Inc. where she effectively managed all financial operations. She has impressive accomplishments applying advanced education and practical experience to cost effective solutions. She is a creative problem solver with ability to drive revenue growth and resolve conflict. She holds a Bachelor of Science in Business Management and a Master of Arts in Organizational Management and is currently pursuing a Doctor of Management in Organizational Leadership. She has participated in government projects that represent the two largest mobilizations of the workforce in peacetime America: the Census 2000 project and the federalization of our nation's airports.

Cedric Simon is a retired U. S. Air Force Veteran with 21 years distinguished service.  He is experienced in all aspects of Federal Human Resources operations, policies, laws, and regulations with over 23 years of in-depth experience managing all areas within the federal HR arena.  He is a proven leader with excellent customer service and technical leadership skills.  He holds a Bachelor of Science in Management, an Associates of Applied Sciences in Human Resource Management/Personnel Administration and is a certified Customer Service trainer/facilitator.

Kim Rock  is a U. S. Navy Veteran.  She brings a broad base of diverse experience to any project.  Her work history includes IT and professional positions, providing her a unique perspective in both arenas.  Because of this perspective she is adept at bridging the gap between those teams providing technical infrastructure and those performing functional and operational duties.  Her areas of expertise include Oracle database administration on UNIX platforms and web-deployed ERP.
